§ 90.40 CRUELTY TO ANIMALS PROHIBITED.
   It shall be unlawful to commit cruelty to any animal. If the owner allows his animal to become a public charge by failing to pick up such animal after being duly notified, the animal may be destroyed at its owner's expense.
