§ 53.03 FRANCHISE.
   The Village Board may grant a franchise for the collection of all garbage to pick up trash within the village limits and may enter into a contract with a reputable trash collection company for the collection, transportation, and disposal of all garbage, rubbish, trash, and waste generated in the village.
