For the purposes stated herein, there is hereby assessed a stormwater utility user fee to each stormwater utility customer/user within the corporate limits of the town, in an amount as determined below. For any such property, lot, parcel of land, building or premises which contributes directly or indirectly to the stormwater system of the town, such charge shall be a flat rate fee to all users. All properties having pervious or impervious area within the town will be assigned an equivalent unit (EU) of one.
(A) Residential properties. A monthly flat user fee for stormwater service rendered to residential property located within the town shall be charged to each account, according to the service address. All residential properties are hereby assigned one EU. This flat rate shall apply to all residential properties as defined herein.
(B) Nonresidential properties. Nonresidential properties located within the town will be assigned one EU. One additional EU will be assessed for every 25,000 square foot of impervious area such as parking lots, not to exceed three additional EUs.
