(B) Rate adjustment. The rate adjustment is applicable to all meter rates of the utility. The rate adjustment shall be determined on the basis of a purchased power cost adjustment factor occasioned solely by changes in the cost of purchased power and energy.
(C) Minimum monthly charge. The minimum monthly charge for all categories of service shall be the customer charge.
(D) Terms of payment. The terms of payment for all categories of service shall be as follows.
(1) The net amount billed is due by the tenth day of the month.
(2) A late payment charge in the amount of 10% of the net amount billed will be assessed to any bill not paid by the tenth day of the month.
