(A) The Town Council is established as the purchasing agency for the city.
(B) The Town Council shall have all the powers and duties authorized under I.C. 5-22, as may be supplemented from time to time by ordinance adopted by the Town Council and policies adopted by the purchasing agency.
(C) The Town Council shall act as the purchasing agency for every agency, board, office, branch, bureau, commission, council, department or other establishment of the town.
(D) The Town Council may designate in writing, any employee of the town as a purchasing agency.
