In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion of the public health, safety, comfort, morals, convenience and general welfare, and that the basic purpose of such provisions is to guide the development of urban uses of land within the incorporated area and designated boundaries of the zoned area of the town.
