(A) Changes in any state or federal laws or in the agencies or individuals with roles or responsibilities affecting any of the provisions of this title shall be recognized in the application of those provisions and shall not provide an applicant with an entitlement to avoid any requirements of this title.
(B) No owner, or agent of the owner, of any parcel of land located in a proposed subdivision shall transfer or sell any such parcel before a plat of such subdivision has been approved by the Commission, in accordance with the provisions of these regulations.
(C) Any land within the town subdivided in violation of the terms of this chapter after the effective date hereof, is hereby declared a common nuisance, which may be abated by use of any available legal action or proceeding.
