It shall be unlawful for any person to set up, operate or maintain any billiard hall, pool room, bowling alley, pinball or electronic game machine arcade, skating rink or theater; or to maintain or operate any billiard or pool table, bowling lane or pinball or electronic game machine for hire, pay or profit without first procuring a license from the Clerk-Treasurer as hereinafter provided.
