(A) Declaration of snow emergency. It shall be the duty of the Town Superintendent, or if he or she is not available the President of the Town Council, to declare a snow emergency when conditions are such that the streets and roadways of the city are likely to become hazardous and impassable or have become hazardous and impassable.
(B) Snow emergency streets. A SNOW EMERGENCY is declared to be a period of time prior to a forecast by the United States Weather Bureau, during and after a snow fall, during which vehicular traffic is expected to be particularly hazardous or congested due to the elements, and during which period of time the parking of such vehicles could hinder, delay or obstruct the safe flow of traffic and the proper cleaning, clearing and making safe of certain heavily traveled public streets of this town, which streets shall be designated snow control routes and listed and maintained on file in the office of the Clerk-Treasurer of the town. The streets so designated are:

(C) All vehicles removed to facilitate snow removal. When the a snow emergency is declared, all automobiles and motor vehicles shall be removed from the snow emergency streets to facilitate snow removal.
(D) Removal of unlawfully parked vehicle. When a snow emergency is declared notice of such declaration shall be given through the radio station and other means of public information and it shall be lawful for the Police Department or the Street Department to have any vehicle parked in violation of this chapter removed at the owner’s expense.
(E) Operation of vehicle during snow emergency. No person shall continue to operate a motor on the streets and roadways of the city, after being notified of a snow emergency and after being notified by any member of the Police or Street Department to vacate the streets and roadways.
(F) Penalties.
(1) In addition to the expenses involved in towing any vehicle parked in violation of this chapter the owner of that vehicle shall be fined on conviction in any amount not exceeding $100.
(2) Whoever violates any provision of this schedule shall, in addition to having his or her car impounded at his or her expense, be fined on conviction in any amount not to exceed $100.
