No person may park any vehicle except in compliance with the following requirements.
(A) It shall be unlawful to leave vehicles of any kind, when not in use, standing in any street or alley so as to interfere in the proper use of said streets and alleys.
(B) No person shall stop, stand or park any vehicle upon a street in such a manner or under such conditions as to leave available less than ten feet of width of the roadway for free movement of vehicular traffic, except that a driver may stop temporarily during the actual loading or unloading of passengers or when necessary in obedience to traffic regulations or traffic signs or signals, or a police officer.
(C) No person shall park a vehicle within an alley in the space between the property lines.
(D) No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of traffic and with the wheels of the vehicle adjacent to the edge of the roadway within 12 inches of the curb, where a curb in provided, as required by I.C. 9-21-16-7; or where no curb is provided, as near as possible and no more than 12 inches from the outer edge of the roadway, including any improved shoulder areas; however, upon those streets which have been marked or signed for angle parking, vehicles shall be parked at the angle to the curb or edge of the roadway indicated by such marks or signs.

I.C. 9-21-16-1 prohibits parking on paved or traveled portion of a roadway outside of a business or residence district as defined by I.C. 9-13-2-18 and 9-13-2-153. The scope of this section is therefore more general than that of the statute, and the enforcement officer will need to determine in a particular case whether a violation is one of statute or one only of the town ordinance. Also note that division (D) above to an extent involves a state rather than town violation.
