Each stormwater utility user fee charged pursuant to this chapter is hereby made a lien upon the residential, nonresidential property to which the same is charged, and, if the same is not paid within 90 days after it shall be due and payable, it may, in the discretion of the Council, be certified to the Auditor of the county, who shall place the same on the tax duplicate of said county with the interest and penalties allowed by law to be collected as other taxes are collected.
