(A) All developments must be provided an overland flow path that will pass the 100-year, 24-hour flow within designated drainage easements or the public right-of-way with a freeboard of at least one foot.
(B) Overland flow paths shall be provided drainage easements unless the flow is contained in the public right-of-way.
