Any person who violates or fails to meet a requirement of this chapter will be subject, without prior notice, to one or more of the enforcement actions identified in this chapter when attempts to contact the person have failed and the enforcement actions are necessary to stop an actual or threatened discharge which presents or may present imminent danger to the environment or to the health or welfare of persons, or to the storm drainage system.
