§ 152.065 INSPECTIONS.
   (A)   The Zoning and Building Director, or his or her designee, shall make inspections as required and shall notify the grading and drainage permit holder in the event that the work fails to comply with the requirements of this chapter. The notification of any deficiencies in the work or violations of this chapter shall be posted at the site and mailed to the owner of the site by ordinary mail.
   (B)   The owner of the site shall notify the Zoning and Building Director, or his or her designee:
      (1)   Two working days prior to the start of any land disturbing activities;
      (2)   Upon completion of installation of sediment and runoff control measures (including perimeter controls and diversions); and
      (3)   After final stabilization and landscaping, and prior to removal of temporary sediment controls. Final stabilization has occurred when:
         (a)   All soil disturbing activities at the site have been completed;
         (b)   A uniform perennial vegetative cover with a density of 70% of the native background vegetative cover for the area has been established on all unpaved areas and areas not covered by permanent structures; or
         (c)   Equivalent permanent stabilization measures have been employed.
