(A) The County Administrator, in coordination with the County Board Chairperson, is authorized to negotiate leases, contracts, and other agreements for goods or services when deemed advantageous to the county, subject to applicable state law; the recommendation of the applicable County Board committee; and the approval of the County Board.
(B) The County Administrator shall ensure that all terms and conditions of leases, contracts, and other agreements are performed and shall promptly notify the Board of any violations of such leases, contracts, and other agreements.
(D) If directed by the County Board, the County Administrator shall develop, install, and maintain a centralized system for purchasing goods and services on behalf of county departments and functions.
