§ 116.04 REGISTRATION PROCEDURES.
   In the event a bicycle has been purchased outside the unincorporated limits of the county or was sold within the unincorporated limits of the county and has not been processed for a license plate as set forth above, the bicycle shall be licensed through the procedures set below:
   (A)   Registration agency. Applications for registrations should be issued by the Sheriff;
   (B)   Application form. The application for a bicycle license shall be on a form provided by the county;
   (C)   Proof of ownership. The Sheriff of the county shall refuse to issue a license where he or she has reason to believe the applicant is not the owner of, or entitled to possession of, the bicycle;
   (D)   Inspection. The Sheriff or an officer assigned such responsibility shall inspect such bicycle before licensing the same, and shall refuse a license for any bicycle which he or she determines is in unsafe mechanical condition;
   (E)   Registration plate or tag. Upon issuing a bicycle license, the Sheriff must also issue a plate or tag, which shall be firmly attached to the bicycle in a manner as to be plainly visible from the rear;
   (F)   Records. The Sheriff shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, and the number on the frame of the bicycle for which issued; and
   (G)   Duration. Transfer of ownership or renewal of a bicycle license shall remain valid as long as it remains the property of the initial owner. If sold, traded, given away, and the like, the new owner shall re-register the bicycle in his or her name.
