(A) For the purposes of computing the surcharge imposed by this chapter, the network connections to which the surcharge shall apply shall be those in-service network connections, other than those network connections assigned to the county, in its capacity as a governmental unit, where the subscriber’s service address for each such network connection or connections are located within the corporate limits of the county. The term SERVICE ADDRESS shall mean the location of the subscriber’s primary use of the network connection or connections.
(B) Unless the provisions of this chapter specifically otherwise state, all terms used in this chapter shall be defined in the manner set forth in the Emergency Telephone System Act (Ill. Rev. Statutes Ch. 134, §§ 31 et seq.), or other law to which reference is made by provisions of said Act.
