Pursuant to the enabling authority set forth in Ill. Rev. Statutes Ch. 34, § 419.4 and Ill. Rev. Statutes Ch. 134, § 45.3, as amended by Pub. Act 85-978, effective December 16, 1987, and the result of a countywide referendum held on November 4, 1986, a surcharge be and hereby is imposed upon all telecommunications carriers engaged in the business of transmitting messages by means of electricity originating within the corporate limits the county, and terminating within the state.
