§ 110.061 HEARING; RULING.
   (A)   Whenever the Commissioner receives an application for a new license other than for a Class D license, he or she shall hold a public hearing and afford all persons interested therein an opportunity to be heard. The Commissioner shall cause to be published once a notice of the time and place of such hearing, the name of the applicant, and the proposed location of the premises. Said notice shall appear in a newspaper of general circulation in the county not more than ten days, nor fewer than five days prior to the date of said hearing.
   (B)   The Commissioner shall grant or refuse to grant a license no later than 45 days after the receipt of the prescribed application for said license.
