Subject to the limitations and restrictions provided in this chapter and in the State Liquor Control Act. The Liquor Control Commission of the county, hereinafter called the “Commissioner,” may grant licenses for the retail sale of alcoholic liquor within the county and outside the corporate limits of any city, village, or incorporated town to any person, partnership, club, firm, association, or corporation qualified to receive such license upon written application, accompanied by a bond and check as herein set forth.
