The Commissioner may adopt such rules and regulations consistent with provisions of the State Liquor Control Act, the rules and regulations of the State Liquor Control Commissioner, and the provisions of this chapter as may be required to perform properly the functions, duties, and responsibilities of his or her office for the protection of the health, safety, and welfare of the people of the county.
