(A) (1) If a dog or other animal, without provocation, attacks, bites, or injuries any person or domestic animal who is peacefully conducting themselves in any place where they may lawfully be, the owner of such dog or other animal is liable in civil damages to such person for the full amount of the injury proximately caused thereby (510 ILCS 5/16).
(2) This liability to include death or injury to wildlife animals and birds kept under a state or federal license permit.
(B) The owner of a biting animal must also remit to the Department of Public Health, for deposit into the Pet Population Control Fund, a $25 public safety fine within 30 days after notice.
