Subject to constitutional limitations, the Health Authority shall have the authority to enter any property or inspect any applicable facility at any reasonable time to inspect for health, sanitation, or safety purposes to determine compliance with the provisions of this subchapter. It shall be the duty of the owner or occupant of a property to give the Health Authority free access to the property at reasonable times upon request of the Health Authority.
