(A) (1) Any person who receives a notice of accumulation of garbage and/or debris under this subchapter may, prior to the deadline to remove the accumulation set out in that notice, submit a written appeal of the County Authority’s decision to the Zoning Board of Appeals.
(2) Appeals should be submitted in accordance with and subject to the Zoning Board of Appeals’ standard practices and rules of procedure.
(3) The County Authority shall take no action to remove the accumulation until any decision or order of the Zoning Board of Appeals or any reviewing court becomes final and not subject to further appeal.
(B) A one-time appropriation is hereby made in the amount of $ ______ , to be transferred from the county’s General Fund, for the creation of a standing fund to be used by the County Director of Zoning and Building Safety solely for the removal of accumulated garbage and/or debris from properties within the county jurisdiction pursuant to the terms of the newly adopted subchapter set forth herein.
