(A) The County Board hereby creates a standing fund for the County Authority to use solely to remove any accumulation of garbage and/or debris under this subchapter.
(B) Any costs of removing any accumulation of garbage and/or debris under this subchapter which are successfully recovered from the owner or owners of the real property where the accumulation exists shall be deposited into this standing fund.
