(A) Whenever the County Authority finds that an accumulation of garbage and/or debris exists on any parcel of real property—other than an exempt property—within the county and outside of the territory of each incorporated local governmental entity, the County Authority shall provide notice of such accumulation to the owner or owners of that property as set out in this subchapter.
(B) If the accumulation is not removed from the real property before the date set out in the notice, the County Authority shall cause the accumulation to be removed from that property.
