§ 52.21 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
   ACCUMULATION OF GARBAGE AND/OR DEBRIS AND ACCUMULATION.
      (1)   Any significant buildup of garbage and/or debris which is not placed within a receptacle or other container intended to be used for the deposit of garbage and/or debris by the owner or tenant in lawful possession of the real property where the buildup occurs.
      (2)   The authority to determine whether a buildup of garbage and/or debris is significant shall be vested solely and exclusively in the County Authority.
   COUNTY. Rock Island County, Illinois.
   COUNTY AUTHORITY. The County Director of Zoning and Building Safety, and any duly appointed subordinate of that person who is authorized by that person to perform tasks under the authority of this subchapter.
   COUNTY BOARD. The County Board of Rock Island County, Illinois.
   DEBRIS. Any inorganic substance which is not a discrete building, structure, work of art, decoration, landscape feature, or other construction or a material incorporated into any of the same.
   EXEMPT PROPERTY. Any parcel of real estate which has been designated as a site for depositing garbage and/or debris by the appropriate federal, state, or local governmental entities.
   GARBAGE. Any organic or biological substance other than:
      (1)   Living plants or animals;
      (2)   Properly created and utilized compost or other fertilizer; or
      (3)   A discrete building, structure, work of art, decoration, landscape feature, or other construction or a material incorporated into any of the same.
   OWNER. Any person, agent, operator, firm, or corporation having legal or equitable interest in the property; or recorded in the official records of the state, county, or municipality as holding title to the property; or otherwise having control of the property, including the guardian of the estate of any such person, and the executor or administrator of the estate of such person if ordered to take possession of real property by a court.
