§ 31.41 ORGANIZATION OF DEPARTMENT; GENERAL SUPERVISION.
   (A)   Department organization. The Police Department of the city shall consist of a Chief, an Assistant Chief, and as many more police officers as the Mayor and City Council shall from time to time determine.

   (B)   General supervision. Regular and special police officers shall be under the supervision and direction of the City Manager.
