§ 31.01 CONSOLIDATION OF OFFICES.
   The City Council may, at its discretion, add an administrative office and fix its duties, consolidate any two or more administrative offices, and reassign its duties or terminate any office subject to the authority given the City Manager in this code, provided that the office or the duties to be exercised by such office were not created by charter or state law and are not in conflict therewith.
