The rate schedule of fees to be paid to the city for building permits for construction within the city shall be set from time to time by the Council and is on file in the office of the City Clerk. Building permit fees shall be paid by all firms, individuals, and organizations for construction within the city and shall be the responsibility of the owner or owners of the property upon which the construction is to take place; except, churches and duly chartered, registered, and certified charitable and benevolent organizations shall be exempt from the payment of such building permit fees. Social clubs, civic clubs, and fraternal organizations are not exempted from the payment of building permit fees under this section.
