Within the fire limits of the city, as established and defined by § 150.02, no frame or wooden building or structure or addition thereto shall hereafter be erected, altered, repaired, or moved, either into the limits or from one place to another within the limits, except upon a permit from the Building Inspector, approved by the Commissioner of Insurance.
