(A) Within 30 days after receiving an application for wrecker service license, the Chief of Police shall conduct an investigation to determine if the applicant has complied with the necessary standards and criteria of this chapter and that it is in the best interest of the public health, safety, and welfare that a license shall be issued to the applicant after having complied with the provisions of § 113.22.
(B) (1) If approved, the applicant’s name shall be placed at the end of the rotation list. Provided, if an applicant is refused a license by the Chief of Police, the applicant shall have the right to appeal the denial to the City Manager for a determination concerning the issuance of a license to the applicant.
(2) The appeal shall be in accordance with § 113.43(B).
