(A) Posting. At all times while operating his or her taxicab or a taxicab belonging to any other person, the driver shall prominently post and display so as to be visible to the passengers therein his or her permit to drive a taxicab.

(B) Identification. Each permit to drive a taxicab shall have attached thereto the picture and fingerprints of the person to whom the permit is issued. The photographs and fingerprints shall be so attached to the permit as to be visible to anyone examining the front of the permit.
