SEC. 16.1. PROVISIONS OF GENERAL LAW GOVERN.
   All contracts of the city for construction or repair work or for the purchase of apparatus, supplies, materials, or equipment shall be made in compliance with the requirements of Article 8, Chapter 143 of the General Statutes.
