(A) Proceedings to declare any condition a nuisance under the provisions of this chapter may be initiated by the Code Enforcement Officer after giving written notice by certified mail, return receipt requested, to the owner and occupant of the premises upon which such condition exists.
(B) Under extreme conditions, as determined by the Code Enforcement Officer, § 92.62 may be invoked.
