§ 70.39 APPEALS.
   (A)   An appeal from any decision of the Police Department, relative to wrecker service or towing, may be taken by any person or company aggrieved thereby.
   (B)   The procedure of appeal shall be explained by the police officer or Department and shall be as set forth in G.S. §§ 20-219.9 through 20-219.14.
