(A) It shall be unlawful for any person to do any act forbidden or fail to perform any act required in this traffic code.

(B) Every person propelling any pushcart, riding a bicycle or an animal, or driving an animal- driving vehicle shall be subject to the provisions of this chapter applicable to any driver of any vehicle, except those provisions of this traffic code which, by their very nature, can have no such application.
