§ 51.64 NEW ACCOUNTS.
   When a request for water service is received, records shall be checked to ensure that there is not a delinquent bill against either the address or the individual. Should it be determined that one exists, water shall not be restored for an individual at a new address or for a new individual at the same address until it can be definitely shown there is no relationship, either blood or personal, between the delinquent customer and the individual now seeking water service at the same address. If it is determined there is such a relationship and the request is simply a subterfuge to gain water, service may be denied.
