Within 30 days from the time when any water main in any street is completed and ready for use, the owner of every abutting lot shall cause such lot to be connected with the water main. Within 30 days after the time when any sewer main in any street is completed and ready for use, if a water main has also been installed in the street, the owner of any abutting lot having thereon improvements for occupancy shall cause a water closet and sink to be installed and connected with the sewer main and shall cause all other sewer facilities within the radius of such improvements, if any, to be connected with the sewer main; provided, the owner of the premises shall be notified, in writing, by the City Council of the installation of the water main or the installation of such sanitary sewer and shall be allowed 30 days after written notice within which to make the required connection.
