(A) Laid to inside of curb. Water or sewer laterals laid as a part of any water or sewer main improvement shall be laid to the backside of the curb on streets with curb and gutter and to a point at least four feet beyond the edge of the pavement on streets without curb and gutter unless in the resolution ordering the improvement the City Council specifically directs otherwise.

(B) Extension of laterals. After laterals are laid from water or sewer mains to the backside of the curb, no lateral shall be extended to the property line until the owner or occupant of the property to be served thereby applies therefor.
