CHAPTER VI. ELECTIONS.
      Section 27. State Law. Except as this charter or a city ordinance prescribes to the contrary, a nonpartisan city election shall conform to state law applicable to the election.
      Section 28. Nominations. A person may be nominated by petition by state law and must have been a resident of the city 12 months preceding the election and a qualified elector.
      Section 29. Tie Votes. In the event of a tie vote for candidates for City elective office, the successful candidate shall be determined by a public drawing of lots in a manner prescribed by the Council.
