This chapter is adopted to promote, protect and provide public health, safety, comfort and general welfare of the residents of the village, to protect the character and maintain the stability of the incorporated village territory and its contiguous unincorporated territory, to establish minimum standards and procedures for the design, construction and development of land for the use of business or industrial purposes.
