The Manager shall have the following specific duties:
(A) Acts for President and Trustees in daily operations, including management, public relations, intergovernmental affairs and communications;
(B) Supervises department heads; assists department heads in formulating departmental and personal goals and objectives, and advises department heads in management concerns;
(C) Attends regular and special meetings of Village Board, board committees, community groups and other governmental agencies when appropriate, and other meetings as necessary to accomplish goals and objectives of village;
(D) In concert with village legal counsel, monitors village compliance with state and federal laws, local ordinances and precedents. Advises Village Board and staff in application of sound local government practices, and fair and equal treatment under municipal law;
(E) Advocates for village in relations with other governments, community groups and individuals;
(F) Assists citizens in resolving local issues as appropriate to village policy and goals;
(G) Works with Finance Trustee and Village Treasurer to initiate and lead annual budget process, and annual village levy formulation; and
(H) Manages relationship with Rochester Public Library District in matters of co-ownership and tenancy of building and grounds; promotes and monitors ongoing intergovernmental cooperation to continue cost-savings intended by original coalition.
