(A) Applicants for a franchise, or renewal thereof, may submit to the grantor, or a designated agency, written application in a format provided by the grantor, at the time and place designated by the grantor for accepting applications, and including the designated application fee.
(B) This provision is deemed procedural and shall not constitute the grant of any right to the applicant.
