No license shall be issued hereunder unless the applicant shall file with the application a certificate by an insurance company authorized to do business in the state, certifying that the applicant has coverage in an amount no less than the full amount of potential liability as set forth in the Illinois Compiled Statutes as may be in effect from time to time.
