(A) (1) There shall be established a schedule of reservation fees for use of any field located in the Rochester Community Park and any team desiring to use the park shall be registered with the village.
(2) The fee shall be assessed as follows:
(a) Five dollars per person per season upon registration for a league team; and
(b) For a tournament event, the fee will be $100 per day per field.
(3) (a) The responsibility for collecting the fee for each team and remitting the appropriate fee to the village will be with the respective league or organization responsible for scheduling the sport.
(b) The village will require each league or responsible organization to complete and file with the village an application in form and substance satisfactory to the village for the village to be able to determine the appropriate fee to be charged.
(B) A LEAGUE TEAM shall be defined as any team for any sport which consists of players who are predominantly of residents of the village or the Rochester School District, which may play games with teams from other communities. The season shall be defined as a finite period of time as is scheduled by the league or organization registering the team at registration, but shall in no event be of a duration longer than one year from the date of registration and which does not meet the definition of a tournament. A TOURNAMENT shall be defined as a one-time event.
