No person shall interfere with access to shelters that have been formally reserved through the village office. Reservations may be made for a calendar year beginning on the first business day of each year on a first come first served basis. The reservation procedure shall include payment of the required fee and issuance of a permit by the village office for the area reserved and the time for the area to be reserved based upon the fees as established by the Board of Trustees of the village from time to time.
