When a public sewer becomes available, the building sewer shall be connected to said sewer within 90 days and the private sewage disposal system shall be cleaned of sludge, punctured with proportionally-sized, drilled holes to the bottom of the system and filled with clean bank-run gravel, dirt, or any other suitable material.
