A deposit of $100 for individual residences and $150 for multiple residences and commercial properties and $200 for any rental property shall be required for each premises receiving water and/or sewer service. Upon discontinuation of water and/or sewer service, any balance of such deposit shall be returned to the applicant without interest. For rental property, the deposit is required to be paid by the renter. On rental property currently being rented where the renter has not paid the full $200, but the owner has already paid a $100 deposit, any new renter shall be required to pay $200 and at such time the owner of the rental property shall be refunded the original $100 deposit. Nothing herein, however, shall absolve the owner of rental property from the ultimate responsibility for payment of any and all water and sewer services used at the rental property.
