§ 92.52 ARBOR COMMITTEE.
   (A)   Committee established. The village hereby creates the Committee, which shall have all duties, powers, and responsibilities set forth in this section.
   (B)   Duties. The Committee shall act in an advisory capacity to the Superintendent and shall:
      (1)   Coordinate and promote Arbor Day activities;
      (2)   Review and update a five-year plan to plant and maintain trees on village property;
      (3)   Support public awareness and education programs relating to trees;
      (4)   Review village concerns relating to tree care;
      (5)   Submit an annual report of its activities to the village;
      (6)   Assist with the annual application to renew the Tree City USA designation;
      (7)   Recommend a list of tree species for planting on public property, and a list of prohibited species; and
      (8)   Other duties that may be assigned by the Village Board.
   (C)   Membership. The Committee shall consist of five members approved by the Village Board. Members of the Committee will serve without compensation.
   (D)   Term of office. Committee members shall be appointed for three-year staggered terms. If a vacancy shall occur during the term of any member, a successor shall be appointed by the Village Board.
      (1)   Should the Committee ever be without any members at any point, the Village Board may appoint members to all vacancies, provided that those appointments are for staggered terms and delineate the term of office for each member.
   (E)   Officers. The Committee shall annually select one of the members to serve as chair, may appoint a second member to serve as vice-chair, and may appoint a third member to serve as secretary.
   (F)   Meetings. The Committee shall meet a minimum of four times each year, which may include "work days". All meetings shall be open to the public. The Committee chair may schedule additional meetings as needed.
   (G)   Compliance with Open Records Laws. The Committee shall comply with the Illinois Open Meetings Act, 5 ILCS 120/1 et. seq.: the Illinois Freedom of Information Act, 5 ILCS 120/1 et. seq.; the Local Records Act, 50 ILCS 205/1 et. seq.; and any and all other applicable open records laws.
